Description
We are seeking an experienced Project Manager to oversee the modernization of the National Telecom Measurement Network (LMT) for the Ministry of Economic Affairs (Rijksinspectie Digitale Infrastructuur). In this role, you will be responsible for the professional execution of the system renewal, ensuring the new system is sustainably integrated within the organization. The initial phase of the project will focus on developing a Program of Requirements (PvE), while maintaining the stability and continuity of the existing system throughout the transition. You will guide leadership and staff through organizational changes, translate technical modifications into impacts on processes, roles, and behaviors, and ensure clear planning and active adjustments as needed.
You will lead the project with defined deliverables and milestones, manage communication, training, support, and adoption efforts, and address any tensions or cultural issues that arise. Collaboration with suppliers, sub-project leaders, and management will be crucial, with a continuous focus on the end user.
The LMT is a vital component of the Rijksinspectie Digitale Infrastructuur, supporting oversight, fault investigation, and policy development. Given the technological advancements and increasing attention to digital resilience, the modernization of the measurement network is essential and will take place from 2026 to 2030.
Requirements
- Minimum of 5 years of experience leading large-scale and/or multi-year projects
- Minimum of 5 years of experience in developing Program of Requirements (PvE)
- Minimum of 5 years of experience as a project leader within the Dutch government
- Completed university degree (WO)
- Additional training or certifications in change management (e.g., Prosci/ADKAR, Change Management, systemic work, or organizational development)
- Proficiency in English (both spoken and written)
- Affinity with technology, preferably radio technology
- Experience with PvE in the context of European tenders
- Experience in budget monitoring, financial reporting, and cost control
- Experience managing multidisciplinary teams
- Experience in risk management within projects
- Experience in stakeholder management (both internal and external)
- Experience with evaluations and documenting lessons learned
- Ability to translate complex system changes into understandable impacts for users
