Senior Operational Advisor

The Directorate of Information Policy-CIO (DICIO) is seeking a Senior Operational Advisor to provide specialized consultancy and contribute to the realization of concrete results in procurement, hiring, process optimization, and management information within the finance team. This role has a significant ICT component, as it involves addressing technically complex IT-related issues and the utilization of systems such as Onventis and DIOR. The successful candidate will be responsible for enhancing the quality and legality of ICT-related procurement processes, with a particular emphasis on advising on technically complex European tenders. This includes developing and assessing procurement strategies, applying relevant framework agreements, and ensuring compliance with national regulations. Additionally, the role involves optimizing the hiring process and improving reporting and management information by structuring and integrating data from Onventis and DIOR to enhance predictability and management oversight.
